How is the LL97 penalty calculated?

NYC Local Law 97 caps the carbon emissions of buildings over 25,000 square feet. A building that emits more than its limit owes a penalty of $268 per metric ton of CO₂e over it. This calculator estimates all three numbers for 2024–2029:

  1. Emissions:each fuel's annual use (electricity, natural gas, district steam, fuel oil) times its LL97 greenhouse gas coefficient, added up in metric tons of CO₂e.
  2. Limit:the building's gross floor area times the emissions limit for its property type.
  3. Penalty: the emissions over the limit times $268. At or under the limit, there is no penalty.

What changes in 2030?

The limits tighten again for 2030–2034, so a building under its limit today may be over it then. The penalty stays $268 per metric ton.
